NC DMV Appointment Checklist

For a Level 1 Limited Learner's Permit, the teen must bring proof of age and identity (a certified U.S. birth certificate, valid passport or passport card, Permanent Resident Card, or consular report of birth abroad), proof of Social Security number, one proof of NC residency, a Driving Eligibility Certificate from their school, and proof of completing Driver's Education. Yes. For any applicant under 18, a parent or legal guardian must be physically present at the appointment to sign the application. Digital and faxed signatures are not accepted, and there are no exceptions. If a non-parent adult is bringing the teen, they must carry written, signed consent from the parent or guardian — otherwise DMV staff will turn the teen away.

No. The NC DMV only accepts an original certified birth certificate or a certified copy issued by Vital Records. Hospital souvenir certificates and photocopies are not accepted. If you do not have a certified copy, you can request one from the Vital Records office in the state where the teen was born — this can take a few weeks, so do not wait.

The NC DMV accepts utility bills (electric, gas, water), bank or credit card statements, mortgage documents or lease agreements, and government-issued documents that show the current North Carolina address. For teens who live with their parents, the residency document is typically in the parent's name, which is accepted as long as the address matches and the parent is present. A school enrollment letter or report card with the NC address can also work.

NC DMV knowledge test appointments are booked through the official NCDOT portal at skiptheline.ncdot.gov. Walk-ins are usually turned away at busy offices. Slots at popular locations — Raleigh, Charlotte, Durham, Cary — are often six to eight weeks out and disappear within minutes of being posted, so start checking the portal three to four weeks before you want to test.
